Fulton County, PA was formed on April 19, 1850 out of Bedford County.  It was named for steamboat inventor Robert Fulton.  During the Civil War, the Confederacy suffered its first casualties of the Gettysburg Campaign near McConnellsburg, the county seat.  McConnellsburg was incorporated in 1814.
